On September 26, Laura Cloyd, former financial secretary of Security, Police and Fire Professionals of America Local 112, pleaded guilty in the Campbell County, Kentucky Circuit Court to one count of felony theft and one count of misdemeanor theft from the Alexandria, Ky.-based union.  A month later, on October 25, she was sentenced to three years of diversion and ordered to pay $1,669 in restitution.  The actions follow an investigation by the U.S. Labor Department’s Office of Labor-Management Standards.

On July 14, Laura Cloyd, former financial secretary of Security, Police and Fire Professionals of America Local 112, was indicted in Campbell Court (Ky.) Circuit Court with theft by failure to make required disposition of private property in an amount of at least $500.  The charge follows an investigation by the U.S. Labor Department’s Office of Labor-Management Standards.

Theft of funds involves unlawfully taking or misusing money entrusted to someone, and can include embezzlement, misappropriation, or conversion, with penalties ranging from fines to imprisonment depending on the amount and context.


Definition and Types

Theft of funds occurs when a person unlawfully takes money that belongs to another, often breaching a position of trust. Common forms include:


Misappropriation of funds: When someone has lawful possession of money but uses it for personal purposes without authorization, even if they intend to return it later, it is still considered misappropriation of funds (criminal intent is key).


Embezzlement: A statutory crime where a person already in lawful possession of funds fraudulently converts them for personal use.


Larceny: Taking property without permission with intent to permanently deprive the owner of it.







ALEXANDRIA, Va. – A Florida couple pled guilty today to conspiracy to provide and receive prohibited labor payments, in violation of the Labor Management Relations Act, also known as the Taft-Hartley Act.


According to court documents, since at least 2010 until November 2023, Ricky Dallas O’Quinn, 63, of Melbourne, Florida, served as both an officer and employee of International Union, Security, Police and Fire Professionals of America (SPFPA), a labor organization that represents protective security officers at federal workplaces. SPFPA executed collective bargaining agreements with several employers covering the security industry in several states. Ricky’s wife, Mabel O’Quinn, was the founder, incorporator, and an initial director of Company-2, which provided protective security officers at federal workplaces in numerous states. While Mabel served as Company-2’s chief executive officer and president, Ricky was involved in the finance, budget, and operations of the company since its inception in a clandestine role. Both Ricky and Mabel O’Quinn hid Ricky’s involvement in operating Company-2.
