Feds Investigate SPFPA Security Union Leader

Federal agents have raided the home of a Michigan-based labor boss amid allegations that he may have stolen money from union members who guard nuclear power facilities and a NASA space center, according to the Detroit News.
The newspaper reported Friday that David Hickey, international president of the Security, Police, and Fire Professionals of America, SPFPA is apparently the target of a racketeering and fraud investigation being carried out by the Labor Department.
In an exclusive report, the News said Hickey’s home in Troy, Mich., was recently raided, along with the union’s headquarters in Roseville. The investigators seized financial records and even cases filled with magic tricks from Hickey’s home, apparently in an effort to establish a money trail that would substantiate allegations of embezzlement.
Peter Henning, a former federal prosecutor who now teaches law at Wayne State University, told the News that agents must suspect that the magic materials were purchased with money embezzled from the union.

“If you find a bag of money, you take the bag of money,” Henning told the paper. “If you have a bag of tricks, then you seize the bag of tricks.”

The 58-year-old Hickey, who, as it turns out, is a magician, declined to comment. But his attorney, Robert Morgan, confirmed that the authorities were looking for evidence in order to charge his client with embezzlement of union funds.
“I’m confident that when the government goes through all the records that there’s not going to be any basis to charge Mr. Hickey with the offense of embezzlement of union assets,” Morgan told the News.
Asked why the union leader’s magic tricks may have been seized, Morgan said: “The intriguing is intriguing.”
Federal authorities, meanwhile, gave no indication of how much money is alleged to have been taken. But according to the News the union’s recent annual report puts its cash assets at $4.7 million.
The union itself is small, with only 24,519 members. But it bills itself as the oldest and one of the most important security police unions in the country. Its members, for example, stand guard at nearly half the nation’s 104 nuclear facilities, as well as the Kennedy Space Center, and Cape Canaveral Air Force Station.

Effect: A spectator selects a card and it is shuffled back into the deck. The magician states that before he came to the show, he made a prediction which he placed inside of the envelope marked with a question mark.

The magician asks spectator if they have any idea what was predicted in the envelope. The spectator answers “NO”, at which time the magician pulls the prediction from the envelope with “NO” in large, bold letters!
The performer states, “You’re absolutely correct, in fact, you were “right ON”. When he says “right ON”, he turns the prediction card over changing the word “NO” to “ON”.
The magician now states that he has a prediction on the other side of the “ON” card.
The audience is asked to name a very famous person. Someone everyone will recognize.
When a name chosen, the “ON” card is turned over revealing a baby picture, stating that “Here they are at 6 months old.”

Next, the magician states, “I know what your thinking, what if you would have said Oprah Winfrey?” At the that time, the magician opens the small baby picture to reveal a different full size baby picture.
The performer claims that he does in fact have a prediction of the spectator’s chosen card. The magician has them concentrate on card, then, the baby picture turns into a “52 Card Prediction”. He explains that their card must be there somewhere among the picture of 52 cards.
Finally, the spectator names their card. The “52 Card Prediction” makes one final transformantion, revealing the selected card. A comedy miracle!
This is a quick comedy prediction that is easily used in all situations. Stage magicians, parlor, MC’s, stand-up, and yes, even close-up workers will benefit from this fun, entertaining routine. Enjoy!

According to court documents, since at least 2010 until November 2023, Ricky Dallas O’Quinn, 63, of Melbourne, Florida, served as both an officer and employee of International Union, Security, Police and Fire Professionals of America (SPFPA), a labor organization that represents protective security officers at federal workplaces. SPFPA executed collective bargaining agreements with several employers covering the security industry in several states. Ricky’s wife, Mabel O’Quinn, was the founder, incorporator, and an initial director of Company-2, which provided protective security officers at federal workplaces in numerous states. While Mabel served as Company-2’s chief executive officer and president, Ricky was involved in the finance, budget, and operations of the company since its inception in a clandestine role. Both Ricky and Mabel O’Quinn hid Ricky’s involvement in operating Company-2.
