Kemberly Fields, a former commissioned law officer and President of the Security, Police, Fire Union Local 300, was accused of stealing $23,000 from her union. She was arrested and charged with misapplication of fiduciary property. Kemberly Fields charged with misapplication of fiduciary property



HOUSTON – A woman who swore to enforce the law has been accused of stealing from her union.

Kemberly Fields is a commissioned security officer for NASA. She was also the president of the local chapter of the Security, Police and Fire Professionals Union.


Fields controlled the chapter's bank accounts, up until Wednesday. That is when she was accused of taking $23,000 of union money.


"She simply went to branch locations and made withdrawals," Assistant Harris County District Attorney Martin Longoria said. "Nobody checked the records because she was the president and in charge of those funds. Eventually, the treasurer, who lives in California, looked at the records and discovered these missing funds."


Field was arrested and charged with misapplication of fiduciary property. She posted $5,000 bond on Thursday. If convicted of the charge, she could face up to 10 years in prison.

The union and NASA declined to comment on the case.


This is the second time in two years that one of the union's officials has been accused of stealing funds. The president of a chapter in Illinois pleaded guilty to embezzling $22,000 in 2010. He was given a two-year probated sentence.

ALEXANDRIA, Va. – A Florida couple pled guilty today to conspiracy to provide and receive prohibited labor payments, in violation of the Labor Management Relations Act, also known as the Taft-Hartley Act.


According to court documents, since at least 2010 until November 2023, Ricky Dallas O’Quinn, 63, of Melbourne, Florida, served as both an officer and employee of International Union, Security, Police and Fire Professionals of America (SPFPA), a labor organization that represents protective security officers at federal workplaces. SPFPA executed collective bargaining agreements with several employers covering the security industry in several states. Ricky’s wife, Mabel O’Quinn, was the founder, incorporator, and an initial director of Company-2, which provided protective security officers at federal workplaces in numerous states. While Mabel served as Company-2’s chief executive officer and president, Ricky was involved in the finance, budget, and operations of the company since its inception in a clandestine role. Both Ricky and Mabel O’Quinn hid Ricky’s involvement in operating Company-2.
